When I first saw her walking by on the sidewalk, it looked like whatever it was that she was wearing was forcing her to take small steps. Indeed, I was right as the pant legs are attached to one another.

She was actually trying to hail a yellow cab on Broadway when I "discovered" her. You can see the motion in her legs, suggestive of the pace of the immediate moment and indicative of the speed overall with which people move through NYC.
